Muscle is built by body weight strength training, hand weights & resistance props. The repetition experienced in barre is fatiguing the targeted muscle or muscle group. Fatigue is the results of isometric movement which is compressing without fully contracting, very low impact. Continued practice will start to create lean muscles.
